Declarations such as these are described as "saying the quiet part out loud" in the sense that they reveal an ulterior motive. The EU promulgates its sanctions packages as "good and moral" things lobbed against an evil aggressor that must be hindered and stopped at all costs. At the same time, the EU carefully obfuscates the obvious: The sanctions will end up damaging Europe far more than the Land of the Balalaika. Moreover, that this is precisely what the sanctions are intended to do.
Thus, the Hungarian government is correct in its assessment of consequences as it states the quiet part out loud -- the sanctions really will be akin to a self-inflicted nuclear strike. Yet the Hungarian government fails to mention the "loud" part at all, which is that EU sanctions have been crafted to intentionally serve the cause of destroying worst first.
As usual, the Hungarian government has taken great pains to present itself as a voice of reason and sanity. In reality, Orbán et al. do not really oppose the cause of destroying worst first. Although they protest economic nuclear bombs, they have no qualms at all about the spiritual, psychological, and economic carpet bombing they inflicted upon Hungary for the better part of two years following the outbreak of the birdemic.
So much for bombs; so much for quiet and loud parts.
Look, the System is fully engaged in an acute phase of sabotage and destruction. Whatever happens, don't let it sabotage and destroy your soul.
